Is 20-30% of the total population a good figure for army size? And 5-10% of the army for elite troops? Would 30 ships be a realistic navy?

We say as long as it is under 40% that's fine, other than that all good.

My navy, when I added it up (considering ship capacity) seems small. Is 100 ships pushing it?
